PetroChina (Hainan Yangpu) Marketing Company (PetroChina) recently completed its first bonded bunkering operation at Macun Port, Hainan.
The firm refuelled a small bulk carrier “CHANG NING”, registered in Sierra Leone, with 150 metric tonnes (mt) of bonded low-sulphur fuel oil and 15 mt of bonded marine diesel.
In December 2021, the People’s Government of Hainan Province published the “Interim Measures for the Management and Administration of Bonded Oil for Ships in Hainan Free Trade Port”.
Up to now, a total of three companies in Yangpu, Danzhou have obtained local bonded oil bunkering licences in Hainan.
Among them, two companies, Sinopec Fuel Oil Sales Corporation Limited and China Shipping & Sinopec Suppliers (Sinobunker) have officially launched their bonded oil bunkering business previously. In early November 2023, PetroChina (Hainan Yangpu) Marketing Company was approved for Hainan’s third bonded oil bunkering local licence.
In 2023, Yangpu district completed bonded fuel bunkering for a total of 564 ships. Yangpu’s bonded fuel bunkering volume totaled 251,500 mt, a year-on-year increase of 84%, including 220,400 mt from Sinopec Fuel Oil Sales Corporation Limited and 31,100 mt from Sinobunker.
In 2024, as of the end of March, Yangpu had bunkered 150 ships with bonded oil, totaling 63,300 tons; an increase of 16.28% and 0.64% respectively compared with the same period in 2023.
