[自贸港英语]5年内，全岛商铺都免税

​背景新闻：7月1日至27日，海南实现离岛免税销售金额22.19亿元、购物旅客28.10万人次，较去年同期分别增长234.19%、42.71%，环比分别增长45.51%、12.63%。目前具有免税品经销资格的经营主体可按规定参与海南离岛免税经营。目前，中免、日上、海免、中侨、珠免、深免、中出服和王府井8家企业拥有免税业务牌照。中国中免持有3张，其他竞争者体量相对较小，竞争能力较弱。

The Director General of Hainan’s International Economic Development Bureau, Han ShengJian, urged international retailers to consider opening on Hainan Island in readiness for when it becomes a duty-free zone for all retail goods, apart from those on a yet to be announced exempt list.

海南国际经济发展局局长韩圣健，呼吁国际零售商考虑在海南岛开业，为海南成为一个所有零售商品都免税的区域做准备，而不是仅限于那些尚待公布的免税清单。

He said ‘famous’ international retailers were already asking if they might apply for a duty-free licence to trade on Hainan and discussions were underway with China’s Ministry of Finance about the possibility of “one or two new licences”. However, he stressed that licences would be soon irrelevant:  “From 2025 all businesses will be able to be duty free – that will mean no licence at all. 

他说“著名的”国际零售商已经在询问是否可以申请免税牌照在海南进行贸易，并且正在与中国财政部就“一两个新牌照”的可能性进行讨论。然而，他强调牌照很快就不相干了：“从2025年开始所有商铺都可以免税，这意味着完全没有牌照。

He also made the point that while the deadline for the whole island to open-up as a duty-free zone was 1 January 2025, there was a possibility that date could be moved forward – to 2024 or even 2023 if enough facilities were ready. Next year Hainan will be the location for the China International Consumer Products Expo. In a clear invite to the world’s brands he underlined that any products taking part would be exempt from duty, VAT and consumption tax.

他还指出，虽然整个岛屿开放为免税区的截止日期是2025年1月1日，但如果准备好了足够的设施，则有可能将日期提前到2024年甚至2023年。明年，海南将成为中国国际消费品博览会的所在地。在明确邀请世界品牌的同时，盛建强调，任何参与产品均免征关税，增值税和消费税。
