The committee, the province\u2019s highest political authority, urged government personnel to take a \u201cno excuses\u201d attitude and \u201cmake every second count,\u201d according to a statement released after the session.<\/p>\n<p>The committee also instructed officials to \u201cstay sharply focused\u201d on year-end targets, and \u201cuse extraordinary measures to spur economic growth and development.\u201d<\/p>\n<p>Hainan saw only 3.2 per cent GDP growth for the same period.
